לפני מות אמת אמור – "ירח הדבש" המשונה של רבין ופרס

האגדה הידועה, המוכרת גם כ"הסיפור שהתקשורת אהבה לספר לציבור", מספרת שאחרי עשורים של יריבות פוליטית ארוכה ומרה, כהונת ממשלת רבין השניה, בה פרס כיהן כשר החוץ, היתה "ירח דבש" של שיתוף פעולה בהובלת תהליך השלום. תהליך השלום הוביל להסכמי אוסלו ולחתימת הסכם השלום עם ירדן ונקטע רק עם רציחתו של רבין, שאת דרכו המשיך פרס.

מובאת בזאת אנקדוטה עסיסית בנוגע לרמת האמינות של האגדה הזו.

הרקע לאנקדוטה הוא שלאחר חתימת הסכם אוסלו, החלה ישראל במגעים ישירים לחתימת הסכם עם ירדן. בשלב מוקדם למדי שר החוץ "לא התאפק" ו"פלט" איזו הערה בטלוויזיה שממנה היה ניתן להבין שמו"מ כזה מתנהל, מה שהכעיס מאוד את המלך חוסיין שדרש להוציא את שר החוץ מהתמונה. האמריקאים ארגנו מפגש פסגה בוושינגטון, אבל אז התעורר אצלהם החשד (המבוסס) שהישראלים והירדנים מתקדים במהירות להסכם במגעים הישירים ביניהם, בלי לערב את האמריקאים. דניס רוס אז עוזר בכיר למזכיר המדינה כריסטופר, סיפר בספרו "The Missing Peace":

After leaving the Crown Prince, Martin called Eitan Haber, telling him that if we were expected to host the event on Monday and invest heavily in it, it was unacceptable to keep us in the dark. Eitan told him he would check with Rabin and call back; when he did, he told Martin that they were crafting a virtual peace treaty, and put Rabin on the phone. The Prime Minister told Martin that only the President and the Secretary must know what was going on, that only one other person besides Eitan in Israel knew, and that Eitan would share with him the elements of the draft.

We returned to Washington on Saturday, trailed by Rabin and Peres, and had a bizzar meeting with them in Rabin's hotel room Sunday evening. Before the meeting, Christopher asked me if I thought Rabin had informed Peres of the declaration. Given their personal history, I said it would not surprise me if Peres was still in the dark. That turned to be prophetic.

In the meeiting, it quickly became apparent that Peres was not "the one other person" and that he was unaware of what would happen the next day. Not for the first or only time in the process, we were put in the awkward position of taking cues from Rabin as to what we should be saying to Peres.*

*At this stage, Rabin still tended to view Peres more as a rival than a partner.
